Under general direction from the Chief, Consultant Services Unit (CSU), this position serves as the Contract Manager on multiple Architectural and Engineering (A&E) contracts. As a Contract Manager, the incumbent will procure & manage Architectural and Engineering (A&E) contracts. Manage assigned contracts. Tasks include: ensuring that contract requirements of scope, budget, and time are adhered to; development of task orders that are within the contract requirements; negotiating task orders to ensure best value for the State; approving deliverables and services rendered by consultant (may include providing engineering/technical reviews); ensuring funds are secured and properly encumbered; approving invoices to ensure payment within the Prompt Payment Act; maintaining the integrity of contract files including updated performance and status information; monitoring and evaluating consultant performance; close-out and archiving of contracts. On a monthly basis, forecast and provide detailed contract expenditures and performance for use in the preparation of the Capital Outlay Support Tracking report. Coordinate with the Chief, Consultant Services Unit, and assigned Division(s) in identifying specific services to be provided by contract. Determine appropriate contract type, budget, payment method, duration, and applicable goals (Underutilized/Disadvantaged Business Enterprise (U/DBE)/Small Business Enterprise (SBE)/ Disabled Veterans Business Enterprise (DVBE)). Prepare complete procurement package which includes but is not limited to: contracting out pre-approvals; completed Service Contract Request (ADM 360), including clear and concise Contract Scope of Work and workload justification estimates; funding approvals; selection panel recommendations.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. 4. Demonstrated ability to monitor/control contract performance as it relates to quality of the Consultant’s/Contractor’s work, DVBE or DBE activities, use of subcontractors and suppliers, license and insurance terms.
5. Demonstrated ability to assess and manage risks and propose appropriate course of actions to support functional unit’s project delivery need.
6. Demonstrated ability to work with internal and external teams to support project delivery.
7. Demonstrated a broad spectrum of interpersonal communication skills which are necessary to work cooperatively with and build partnerships with internal and external customers.
8. Demonstrated ability to prepare effective presentations and present information in a clear and concise manner (both oral and written).
