Hybrid Telework Opportunity

Under general direction provided by a Staff Services Manager II (SSM II), the Associate Governmental Program Analyst (AGPA) acts as primary budget contact for various divisions and/or programs and performs technical analytical work of intermediate to high level of complexity as it relates to the preparation and maintenance of Department of Health Care Access and Information’s budget. Serves as a management consultant performing a variety of complex technical analytical budget work for one or more Departmental divisions or programs. Independently researches, analyzes and applies appropriate budget methodologies and processes available to programs for the overall administration, oversight, and monitoring of their budgets. The AGPA develops and maintains spreadsheets and utilizes Microsoft Office suite software and the Financial Information System for California (FI$Cal). Overtime may be required from August through October and occasionally at other times of the year.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only . The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. If you are interested in maintaining a life/work balance and not dealing with a daily commute, then this position may be for you!

Special Requirements

Possession of Minimum Qualifications will be verified prior to interview and/or appointment. If you are meeting Minimum Qualifications with education, you must include a copy of your unofficial transcripts and/or license for verification. Official sealed transcripts will be required upon appointment. If it is determined an application does not meet the Minimum Qualifications, the applicant will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the position. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Associate Governmental Program Analyst

• 2 years or more experience performing budgetary funtions (analyzing data, projecting expenditures) 
• Knowledge of Excel, Word, FI$Cal
• Experience with analysis of rules and/or regulations
• Experience developing or monitoring a budget
• Experience preparing budgetary reports or financial statements

Staff Services Analyst

• 1 year or more experience with Administrative Operation Budget / Fiscal / Financial Process
• Knowledge of computers and Microsoft Office Suite
• Experience with analysis of rules and/or regulations 
• Preparing reports or documents
• Resolving customer/ stakeholder issues
